Username or password not accepted

This domain does not allow users to access the Email Migration API.
Error 403

API 访问已在我们域的用户设置中启用。这需要一些时间来激活吗？在迁移之前我还必须采取其他步骤吗？谢谢。

Google Apps for Business/EDU 域的管理员始终可以迁移邮件。但是，为了让用户能够将邮件迁移到他们自己的帐户，必须在控制面板中启用它。请参阅 Google 关于启用用户电子邮件迁移的说明。
