你的清单有点不稳定。

  1. Exec["apt-get update"]尽管apt模块声明了apt_update您可以使用的，但您自己定义
  2. class { 'apt': } include apt是多余的。class { }除非您需要声明参数，否则请避免使用该语法。

这些都是相当美观的问题。可能会破坏您的依赖关系的是

apt::builddep { ["python-imaging","python-lxml"]:
    require => Class['apt'] 
}

那个要求似乎没有意义，我建议你让apt模块处理它自己的内部依赖/排序，然后它应该工作。
