您不需要按位或，只需将 16 位值打包成 32 位值，即提升：

data_pkd = ctypes.c_int32(data_in.value)

要实际对 ctypes 值执行按位或运算，请对其 value 属性进行操作：

x = ctypes.c_int16(...)
y = ctypes.c_int32(...)
data_pkd = ctypes.c_int32(x.value | y.value)
