看起来您指的是来自成熟naar/concat的 concat 模块，并且当资源不存在（即未安装或在您的模块路径中）时，通常会引发类似的错误。

我通过将concat和file_concatpuppet 模块添加到 puppet 模块路径来解决了这个问题。puppet/modules我通常在 vagrant 项目中将所有需要的 puppet 模块作为 git 子模块，所以要添加concatandfile_concat模块，我这样做：

git submodule add https://github.com/puppetlabs/puppetlabs-concat.git puppet/modules/concat
git submodule add https://github.com/electrical/puppet-lib-file_concat.git puppet/modules/file_concat

请注意，该concat模块是 puppetlabs 的官方模块，并且该file_concat模块是使用的模块concat（它应该自动安装，但这似乎对我不起作用，也可能是您的问题）。
