我遇到了类似的问题。背景：使用 Visual Studio 2012、Blend for 2012、.NET 4.5 在 Windows 8 上开发 WPF 应用程序。APP.XAML 为主题引用了 PresentationFramework.Aero2。使用 ClickOnce 分发应用程序。

在 Windows 8 上，没有问题。在 Windows XP/Vista/7 上，应用程序会在执行的部分过程中崩溃（在引用 Aero2 的第一个子页面上），并记录上述“无法加载程序集”异常。

尝试修复：标记 Aero2 以在项目中复制本地（没有帮助），尝试包含在 ClickOnce 安装程序中（未出现在可用程序集列表中），复制到目标 Windows7 机器上 c:\windows\microsoft.net 下的 WPF 文件夹\framework\v4.xx\wpf （没有帮助）。

解析度：

将项目中的引用从 PresentationFramework.Aero2 替换为 PresentationFramework.Aero，然后修改 XAML 引用以匹配。可以轻松推送到非 Windows 8 机器并让它运行。开发工作正常。唯一发现的区别是进度条的默认外观是光泽/3d。

在开发人员机器上，有两个版本的表示框架程序集。Visual Studio 引用“仅元数据”版本。当您部署 C:\Windows\Microsoft.NET\Framework\v4.0.30319\WPF 文件夹的程序集时，它应该可以工作（请参阅程序集 PresentationFramework.Aero2 的问题）
