根据您共享的 URL，您使用了错误的 URL，您必须使用

localhost:8080/myapp/tramps

不是

localhost:8080/myapp/WEB-INF/views/tramps/list.jsp

我不确定这是您问题的根本原因，但您的代码至少有两个错误。

您需要为 servlet-context.xml 中的 bean 条目指定“beans”前缀。

<beans:bean class="org.springframework.web.servlet.view.InternalResourceViewResolver">
    <beans:property name="prefix" value="/WEB-INF/views/" />
    <beans:property name="suffix" value=".jsp" />
</beans:bean>

list.jsp 中的 tramp 变量没有“key”和“value”属性，因为它的类型是 String。
