Min-width is working fine in chrome.

Perhaps you need to set at background to see the effect: 

 #f-footer
    {
      height:70px;  min-width:1024px;
         background-image:url('../f-images/ffoot.png'); background-repeat:repeat-x;
      background: red;
    }
