Put all your code in one $(document).ready() and try this

$(document).ready(function () {
    $('#HeatNameDiv').dialog({
        autoOpen: false
    });

    $('#Change_Heat_Name').click(function (e) {

        $('#HeatNameDiv').dialog('open');
    });
