send 不保证发送您要求的所有数据,它可能会发送更少。您只检查发送中的错误,而不是检查发送的次数少于您的预期。recv 是一样的。因此,您的实施双方都有相同的错误。对于 localhost,您可能会侥幸成功,因为内核可以很聪明地向自己传输数据。

您应该查看 recv 循环中的 if 语句。首先,条件是

fr_block_sz == 0

永远不会发生,因为 while 循环检查 > 0。其次,我不明白如果 recv 没有得到 512 个字节,为什么要中断。(如果你真的想要,你应该把它改成 LENGTH。)你应该继续 recv 直到返回码为 0(在这种情况下套接字关闭)或负数(在这种情况下你有一个错误)。使用流套接字,接收方不一定会收到与发送方为每个请求的 IO 发送的相同数量的数据。

正如乔在他的回答中指出的那样,send并不总是发送所有数据。您可以按照本指南正确使用send.

只有当您尝试发送到另一台机器上的服务器时,您才会注意到这种行为,因为您遇到了MTU(即物理介质可以处理的最大数据大小)。如果我没记错的话,使用环回地址时,MTU 是 8K - 16K。我猜您的二进制文件大小恰好小于这,这就是为什么您仅在尝试发送到真实服务器后才观察到这一点的原因。而以太网介质的 MTU 为 1500 字节,相对而言要低得多。
