您的元素是字符串,因此比较是字典顺序的。您想使用整数:

>>> elements=[['1', '1', '2'], ['99', '2', '3'],['360', '10', '11']]
>>> a = np.array(elements,dtype=int)
>>> a
array([[  1,   1,   2],
       [ 99,   2,   3],
       [360,  10,  11]])
>>> a.max(axis=0)
array([360,  10,  11])
>>> a.max(axis=0)[0]
360

或者干脆

>>> a[:,0]
array([  1,  99, 360])
>>> a[:,0].max()
360
