已经有一段时间了，所以不确定这是否仍然相关。看来您的 application.css 应该被命名为 application.css.scss 以便由 Sass 处理。否则，普通的 CSS @import 指令将无法识别 Sass Bootstrap。

I would rather suggest not to rename the application.css but create a new file called custom.css.scss and and the

@import "bootstrap";

there. Also make sure you have sass-rails gem in your gemfile.
The above configuration is working fine for me. And my application.css looks like this:

*= require_tree .
