(-r REPO=REV#,REV#,etc... -r etc...)

你要

parser.add_argument('-r', type=revs, ...)

不是

parser.add_argument('-r', type='revs', ...)

参数必须是可type调用对象——因为字符串不可调用，它们不能用作type.
