如果您为Android Connected App Engine 项目加载示例项目（通过 GCM），您会注意到 GCM 数据是在GCMBaseIntentService中接收的。这个类有一个你可以重写的方法onMessage()，只要你收到 GCM 消息就会调用它。如果您在此方法中创建通知，那么您的应用程序只会在收到 GCM 消息时生成通知。

至于取消通知——你可以通过调用 NotificationManager 的cancel()方法来完成，传递你想要取消的通知的 ID。大概您有某种 Activity 向用户显示消息，这将是取消与特定消息相关的任何未完成通知的好地方。
