尝试在“后台”运行它

 heroku run:detached rake db:migrate

您也可以尝试heroku 故障排除，因为它似乎是连接问题。

heroku run rails console
telnet rendezvous.runtime.heroku.com 5000

如果它不起作用，您可能有防火墙阻止了您与 heroku 的连接。
