我遇到了类似的问题，问题是我使用了错误的 zypper 存储库（openSuse 而不是 SLE SP3）。

我卸载了有问题的 pip，删除了错误的存储库，添加了正确的存储库，最后再次重新安装了 pip。然后它起作用了。
