不需要为“组件”使用自定义的RelativeLayout，它可以只是一个普通的RelativeLayout。

在任何情况下，您都会创建对该特定 RelativeLayout 的引用

(components) comp = (components) findViewById(R.id.myComponent)
  //note that you don't have id set up yet in your custom view xml tag

那么你可以使用

comp.SetGaugeValue(5);

请注意，类名“组件”应以大写字母开头 - java 实践。
