我的问题是字段（cgi.FieldStorage）只有文件名。没有文件内容。我希望文件内容不仅要上传文件名。

最后我想出了答案。我错过了将 enctype 放在 HTML 表单上，

<form id="upload" name="upload" method="POST" enctype="multipart/form-data">

然后一切顺利。
