使用 Facebook 聊天 API，Facebook“页面”或页面管理员是否可以向喜欢该页面的人发送聊天消息？或者接收者是否也必须具有接受 XMPP 消息的权限？

you can send chat message from your app to users but you cant send message directly.there is no need to give permission from friend of authorized person.then if i authorized to your app then you can send message through your app page to all of my chat's friends.
