根据评论讨论，此问题是由于您位于 HTTP 代理服务器后面。Dart Editor 和 Dart Pub 不支持系统的代理设置，只有在您与网络正常连接时才能工作。目前有 2 个 bug 被 Dart 团队希望在某个时候修复，但它们还没有出现。
