当 SQLite 找不到数据库文件时，很高兴创建并打开一个新文件。
您应该始终为数据库文件使用绝对路径。

此外，您忘记包含连接参数的参数名称：

SQLConnection1.Params.Add('Database=' + ExtractFilePath(ParamStr(0)) + 'World.db3');
