默认情况下，新的 virtualenv 不包括安装在它之外的包（没有--system-site-packages选项创建）。因此，您的testvirtualenv 看不到安装到的软件包~/.local（由于--user选项）。

使用 --system-site-packages 选项创建 virtualenv，或者在激活的 virtualenv 中安装时不要使用 --user。
