可能不会触发，因为 REQUEST_URI 以 / 开头。尝试

RewriteCond %{REQUEST_URI} ^/system

你的系统真的想要 /index.php?/blah blah 吗？在 ? 之后会出现一个 URL 查询字符串。

巧合的是，我正在使用与您相同的配置，最终无论我如何更改它都无法正常工作。
