您是否有多个部署者使用相同的传入位置？

看起来您正在将 Deployer 作为 WebApp 运行 - Deployer 服务是否也在系统上运行？

如果您搜索所有名为“cd_deployer_conf.xml”的文件，它们是否定义了相同的传入文件夹 (D:\Inetpub\TridionPublisherFS4SP\incoming)？

否则，您可能会使用ProcMon来查看文件夹并查看还有什么正在访问该文件。

如果您仍然有此问题，您可以尝试 1. 删除传入下的所有文件，2. 确保传入文件夹没有启用加密（有些公司立即对添加到驱动器的文件应用加密脚本）或 3 . 确保您的防病毒软件没有筛选该文件夹（如 Nuno 所述）。
