一般来说,没有保证可以猜测编码的方法。

然而,在实践中,人们可以猜测。例如 Mozilla 创建的非常好的通用字符集检测库:uchardet

它在 Firefox 中用于自动猜测您访问的随机页面的字符集(如果有的话,它并不总是提供正确的编码),并且在实践中似乎工作得很好。
