通过阅读大量帖子，我已经弄清楚了一些细节：
- 每 15 分钟仅计算 1 个 IP 命中（如果匿名）
- 仅计算 1 个唯一用户登录（每天？）
现在留下了真正实施的问题..
我是否应该将这两个因素记录到表中（并增加计数）

或者在之后进行计数（例如使用 IIS 日志文件 - 不包括用户，对吗？

I don't think you can discuss business logic of yours. Its up to you how you want it to be. I'd say, define what you call "unique user" and build your algorithm around it.
With regards to your question here, you will get a lot of opinions, but there's no right answer to your question.
My opinion: I would go with the table, combination of registered users and IP tracking for anonymous ones, so option one from your list.
