两个问题：

  1. 您在 github 上的代码显示pggem 在production组中 - 只需将其从该组中取出，以便它将包含在所有环境中。
  2. 您的问题的更新显示了您的Gemfileand config/database.yml，将pggem 放入test和development环境中，Heroku 不会在其中安装它

我在下面看到了您的答案，但是如果您在所有环境中都使用 Postgres，则不需要将pggem 放在任何组中，因为您似乎是根据您的config/database.yml文件。

所以事实证明，当我运行heroku run rake db:migrate它时，它并没有安装pggem，因为我production的Gemfile. 现在可以了。感谢任何花时间尝试解决问题的人！
