根据http://blog.mailermailer.com/email-design/background-images-in-html-email-the-naked-truth Outlook 2007 - 2010 仅支持 body 标签的背景图片。

你可以使用

<body style="background:url(http://www.consulai.com/minuto_consulai/03_alterado/imagens/background.jpg) background-repeat:repeat-y;"…&gt;

或将有问题的图像嵌入为 img 标签。
