我找到了解决方案。为了解决第一个问题，我必须更改不适合 CarrierCodes 的 ServiceType 值。GROUND_HOME_DELIVERY 的合适承运人代码是 FDXG。

第二个问题是重量超过 70 磅的包裹应该使用 FEDEX_GROUND 而不是 GROUND_HOME_DELIVERY 发送。
