感谢 Kim Gräsman 让我走上了正确的道路。

该过程丢失的原因是 asp.net 正在从 %windir%\system32 而不是当前目录加载 .dll。

在那里看，有一些非常旧的 .dll 版本（不确定他们是谁/如何到达那里的）。删除这些显示 FileIOException，因此用最新的 .dll 替换这些似乎已修复它。
