dirname会给你一些/my/website/scripts没有结尾斜线的东西。

因此您需要将代码更改为：

$config = dirname(__FILE__).'/hybridauth/config.php';

顺便说一句，考虑为你的 require()s 和 include()s 使用绝对路径
