问题是服务器上的 sqlite3 缺少头文件，并且 gem 无法构建扩展。你需要sqlite吗？尝试从 Gemfile 中删除它，或者如果可能的话，在服务器上安装 sqlite3-dev 包。

Heroku 尝试自动使用 postgres。（好东西，因为 sqlite 不适合生产） sqlite 脚本与 postgres 兼容，因此无需更改。

在您的 Gemfile 中执行此操作：

gem "sqlite3", :groups => [:development, :test]
gem "pg", groups => [:production]

请注意，sqlite 和 postgres 之间可能存在行为差异。强烈建议在您的开发环境中使用 postgres
