form_tag 将 url 作为第一个参数，所以你应该只指定你希望它去的路由：

<%= form_tag email_admin_email_owners_path do %>

Rails 使用方括号作为从字符串、符号或对象生成嵌套路径的快捷方式，因此[:admin, :email]会生成admin_email_path

当您使用方括号[:admin, email_admin_email_owners_path]来生成此 url 时，发生了两件事：

  1. email_admin_email_owners_path 返回“/en/admin/email_owners/email”
  2. 使用 :admin 在方括号内进行评估，然后为您 admin_/en/admin/email_owners/email_path提供未定义的方法
