我开发了指向目标框架的应用程序 3.5。我检查了解决方案中的所有项目，所有项目都指向 3.5。我检查了所有参考资料，所有参考资料最多都为3.5（有一些 2.0）。

IIS 5？如果您使用 Windows 2000 并安装 .NET 3.5，那么预计在 2000 上，没有 .NET 3.5 SP1。您必须针对 .NET 3.5 RTM 编译程序集。2000 已终止支持，那么为什么不迁移到更新的 Windows 版本呢？
