问题是环境变量PATH设置不正确。它用于查找不在当前目录中的可执行文件。

出于您的目的，您不必PATH永久更改：

  • 使用 .打开命令行（DOS 框）cmd.exe。

  • 用 . 查看当前设置PATH。

  • 更改当前会话的值

    SET PATH="C:\Program Files\PostgreSQL\12\bin";...

    ...当前设置在哪里。

现在它应该可以工作了。
